This hook is used to log the delivery status of a SMPP MT submission. The delivery status is the message state reported by the DELIVERY_RECEIPT of DELIVER_SM sent by a remote SMSC in response to a request submitted (i.e. SUBMIT_SM) by Mobile Momentum.
