In the event that a domain has messages with next delivery attempts at or before the current time, then queue maintenance will be performed.

dr is the domain in question. now is the current time from the perspective of the internal scheduler. rv is the return value of the parent function. *rv contains the return value from the internal queue maintenance (the number of induced connection attempts as a result of the call) and may be examined and/or modified by this hook.
